When should I choose custom orthotics over cheaper over-the-counter insoles for my flat feet?

I have pain from my flat feet and want to know the difference between cheap store-bought insoles (like Superfeet) and expensive custom orthotics. Are custom orthotics worth the price, and can any insole actually "fix" flat feet, or do they just relieve the pain?
