Is it possible to have a heel spur without plantar fasciitis?

I know that there is a relationship between the two, but is it possible to have one without the other? For example, can I have heel spurs, but not have plantar fasciitis, or are they a package deal?

Plantar Fasciitis hallmark sign is inflammation caused by overuse or tight calf muscle while for heel spur it is hardening and bruising at the edge of your heel bone due to calcium deposits. For PF you feel dull pain followed by sharp pain under the foot while for heel spur the jabbing pain is localized at the heel. Note that, heel spurs are common in people with plantar fasciitis, but they are rarely the source of pain. The good news is that conservative treatment (orthotics and exercise), rather than surgery, can help up to 90% of patients eliminate their pain.
