Should I seek medical attention, or is it good to rub them out?

The muscles majorly associated with shin splints are deep muscles of the lower leg. You can do it, assage, myotherapy or deep tissue massage is highly suggested over foam static stretching and rolling stretching as physiotherapist are more likely to isolate and reach the deeper muscles.Apart of that you can use techniques like deep transverse friction release tightness.
