Is my "back-of-heel" pain actually plantar fasciitis?

Why do I get excruciating pain when weight-bearing, and can custom insoles finally fix it? I've been struggling with pain that feels like it's concentrated on the back and outside edge of my heel, sometimes radiating around the ankle. It's often worse when I first put weight on it, like getting out of bed, and sometimes when I press on the two sides of the heel. I see a lot of people talking about plantar fasciitis (PF), but my pain isn't exactly under the arch. Is this still PF, or could it be Achilles issues or bursitis? I've tried everything: stretches, icing, different shoes, but nothing helps long-term.
